Pursuant to Elcavage v. West Milford Twp. (Passaic) GRC Complaint No. 2009-07 (April 2010), a date range is among the mandatory components of a request for e-mail communications under OPRA.  Your request does not provide a date range. The New Jersey Superior Court has held that "[w]hile OPRA provides an alternative means of access to government documents not otherwise exempted from its reach, it is not intended as a research tool litigants may use to force government officials to identify and siphon useful information." MAG Entertainment,LLC v. Division of Alcoholic Beverage Control , 375 N.J. Super. 534 (App. Div. 2005) Further, a n OPRA “request should not require the records custodian to undertake asubjective analysis to understand the nature of the request. Seeking particularinformation from the custodian is permissible; expecting the custodian to doresearch is not.” Paff v. GallowayTwp., 162 A.3d 1046, 1055, 229 N.J. 340, 355 (2017).
Your request is also overbroad in that it requires a custodian to do research and make subjective determinations regarding whether the contents of e-mails qualify as "spam" or "junk mail" or "newsletters." Additionally, in New Jersey Builders Association v. New Jersey Council on Affordable Housing,  390  N.J.Super.  166,  180  (App.  Div.  2007)  the  court  cited  MAG  by  stating  that “...when a  request  is ‘complex’ because it fails  to specifically identify the documents sought, then that request is not ‘encompassed’ by OPRA...”
Accordingly, as your request fails to seek specific identifiable  government  records in accordance with OPRA law, it is therefore overly broad and invalid under OPRA. Thus, your request is denied.
