1; Please provide a copy of the Dispatch transcript and actual voice recording for a complaint filed against me by a neighbor on Thursday, October 21, 2021.

2. Please provide the reason, nature and impact on the neighbor for having filed for a Complaint on Thursday, October 21, 2021.

3. Please provide the name (s) of the neighbor filing a complaint via Dispatch or other method that sent a representative from the Dept of Forestry to my residence on Thursday, October 21, 2021. .

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I have not received the name of the neighbor filing a complaint or a response to my request for such. The request was made of the Sheriff Dept. not of Ross Murray. I was informed by Dispatch this week that the request was fulfilled and given to to Ross Murray who has not provided the information to me and has not fulfilled the FOIA request. Ross Murray has aided and abetted in criminal activities of John and Mary Purkey. Ross Murray has engaged in Obstruction of Justice, Conflicts of Interest, Conspiracy Against Rights, , Ethical violations and gaslighting, which is psychological abuse. His alleged letter of the dates he lists above did not contain any of the requested information. He has also circumvented requests for a cost effective electronic submission by wasting time, tax payer money and paper and not providing the information requested. Ross Murray is in violation of Kentucky FOIA Law for "FREE" and open public records: statutes KRS 61.870 to 61.884

This e-mail shall serve as notice that all future open records requests will have to be in writing and signed by you and must contain a list of the items that you are requesting access to under the Kentucky Open Records Act and must be in compliance with KRS 61.872. Please be specific. Otherwise, we are concerned that we might miss addressing one of the documents you are requesting.

I am the Jackson County Attorney, and as such I represent the Jackson County Sheriff. The Jackson County Sheriff's Office has received your duplicate open records request which was faxed on January 29, 2022. So far as we can tell, the Sheriff's office is not in violation of Kentucky's Open Records Act. We have responded to this request numerous times on the following dates and in the following ways:

With regard to your request for the original voice recording of your conversation with Jackson County Dispatch on October 21, 2021, for a complaint filed against you by a neighbor, this is available on CD-ROM for a fee of $5.00 and can be mailed to your address for the cost of postage or you can pick it up from my office.
With regard to your request for the printed transcribed copy of the recording of the recording of conversation with Jackson County Dispatch on October 21, 2021, for a complaint filed against you by a neighbor, that consists of 2 pages and is available for a fee of 20 cents, which is 10 cents per page. This may be picked up by you, or it can be mailed for the cost of postage.
With regard to your request for the name of the neighbor filing a complaint via Dispatch or other method that sent a representative from the Dept of Forestry to your residence on Thursday, October 21, 2021, that is not a request for a document and is therefore not covered by the Kentucky Open Records Act.
With regard to your claim that we are required to upload copies of these documents for free to MuckRock, I direct you to the following provisions of KRS 61.872:
(3) A resident of the Commonwealth may inspect the public records:
(a) During the regular office hours of the public agency; or
(b) By receiving copies of the public records from the public agency through the mail. The public agency shall mail copies of the public records to a person whose residence or principal place of business is outside the county in which the public records are located after he or she precisely describes the public records which are readily available within the public agency. If the resident of the Commonwealth requesting the public records requests that copies of the records be mailed, the official custodian shall mail the copies upon receipt of all fees and the cost of mailing.

Ky. Rev. Stat. Ann. § 61.872 (West)

And to KRS 61.874:
(3) The public agency may prescribe a reasonable fee for making copies of nonexempt public records requested for use for noncommercial purposes which shall not exceed the actual cost of reproduction, including the costs of the media and any mechanical processing cost incurred by the public agency, but not including the cost of staff required. If a public agency is asked to produce a record in a nonstandardized format, or to tailor the format to meet the request of an individual or a group, the public agency may at its discretion provide the requested format and recover staff costs as well as any actual costs incurred.

The Kentucky Open Records Act is designed to provide access to the public for public records that currently exist. You are more than welcome to examine any of these public records that you've requested without cost or they can be copied and you can pick them up or they can be mailed to you, once the fees are paid.

If two or more persons go in disguise on the highway, or on the premises of another, with intent to prevent or hinder his free exercise or enjoyment of any right or privilege so secured—
