Pursuant to the New York State Freedom of Information Law (1977 N.Y. Laws ch. 933), I hereby request the following records:

All recorded email, letter or text message exchanges between former Ithaca Journal reporter Liz Lawyer, who recently changed her name to Liz Rees-Jones after marrying, and Svante Myrick, the Mayor of Ithaca. Liz Lawyer worked at The Ithaca Journal between 2006 and 2012; her email address was or is elawyer@gannett.com; and a link to one of her stories can be found here.

Records requested date from September 2009 up to and including March 2013.

I note that the New York State Committee on Open Government advises
that “if an agency has the ability to scan records in order to
transmit them via email and doing so will not involve any effort
additional to an alternative method of responding, it is required to
do so. ... In that instance, transferring a paper record into
electronic format would eliminate any need to collect and account for
money owed or paid for preparing paper copies, as well as tasks that

If all the requested records cannot be emailed to me, please inform me
by email of the portions that can be emailed and advise me of the cost
for reproducing the remainder of the records requested ($0.25 per page
or actual cost of reproduction).
If the requested records cannot be emailed to me due to the volume of
records identified in response to my request, please advise me of the
actual cost of copying all records onto a CD or other electronic
storage device.

If my request is too broad or does not reasonably describe the
records, please contact me via email so that I may clarify my request,
and when appropriate inform me of the manner in which records are
filed, retrieved or generated.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

March 2013…” has been granted.

Please be further advised, however, that portions of the reports (i.e.,
personal email addresses) have been withheld on the ground that
disclosure would constitute an unwarranted invasion of personal privacy
in accordance with §87(2)(b) of the Public Officers Law.

The standard reproduction fee of $.25 per page is waived,
and the documents are enclosed.

If you wish to appeal this decision, you may do so in
writing to the Mayor within thirty (30) days at 108 E. Green Street,
Ithaca, New York 14850.
