Pursuant to the Washington Public Records Act, I hereby request the following records:
Copies of emails sent to, from, or through the High Tech Crime Consortium ListServ. The emails may be identified by having one or more of the following:
* A sender with a display name of either "High Tech Crime Consortium Listserv" or "High Tech Crime Consortium"
* A subject containing either "HTCC" or "[HTCC]"
* Sent to or from an email address containing "htcc" or hightechcrimecops.org
You may limit this request to records generated between April 1, 1998 and the date of the processing of this request.
I am a member of the news media and request classification as such. I have previously written about the government and its activities, with some reaching over 100,000 readers in outlets such as Gizmodo, MuckRock, Motherboard, Property of the People, Unicorn Riot, and The Outline, among others. As such, as I have a reasonable expectation of publication and my editorial and writing skills are well established. In addition, I discuss and comment on the files online and make them available through non-profits such as the library Internet Archive and the journalist non-profit MuckRock, disseminating them to a large audience. While my research is not limited to this, a great deal of it, including this, focuses on the activities and attitudes of the government itself. As such, it is not necessary for me to demonstrate the relevance of this particular subject in advance.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good afternoon.
This e-mail serves as our acknowledgement to your Public Records Request dated August 8, 2020 (which was not actually received in our office until the next business day, August 10, 2020), pursuant to RCW 42.56.520, in which you asked for copies of emails sent to, from or through the High Tech Crime Consortium ListServ. Your records request has been assigned number 4617.
We process records requests in the order in which they are received and your request is currently in the queue. I estimate two to four weeks will be required to make a preliminary assessment of available records, to review the records for responsiveness and possible exemptions and redactions, and to assemble the final collection of documents.
It may help to understand that Island County is comprised of multiple "agencies" for the purposes of the Public Records Act. This is because county government is an amalgam of independently elected officials who maintain exclusive control over their areas of authority, with respect to other county officials. We maintain exclusive control over the records that pertain to the operation of the Island County Sheriff's Office.
Please find the Fee Schedule from Island County Resolution C-120-17 https://www.islandcountywa.gov/Documents/Public-Records-Fees-C-120-17.pdf, which describes the costs associated with records requests. Once we have assembled the non-exempt records, we will advise you of the cost, and ship them upon receipt of payment.

The purpose of this e-mail is to notify you that I need to adjust the original time estimate for responding to your Public Records Request number 4617. I had originally estimated that records would be available on or before September 11, 2020. However, I need additional time to respond since I am still assembling records responsive to the request and will need to review the records to determine whether any redactions/exemptions apply. I now estimate I will be able to provide you with the records or a first installment on or before September 30, 2020.
