Pursuant to the Texas Public Information Act, I hereby request the following records:

Use of force data with detail summaries for all use of force incidents from 2008-2016. Please provide the following details for each incident:

Date (year, month, day) of the incident, subject race, officer race, type of force used, whether there was subject injury, and whether there was officer injury.

I prefer csv spreadsheet format (or pdf) where each row represents an incident. Here is an example of the data I'm looking for (https://www.dallasopendata.com/Public-Safety/Police-2015-Response-to-Resistance/594v-2cnd).

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I am enclosing copies of our annual use of force reports for the time frame 2015 to present which show much of the data you asked for, albeit for a shorter period of time. We are working on a solution that allows us to compile data more in-line with the format you asked for and for a longer period of time. We are having difficulties for a couple of reasons, (1) the data has been compiled in multiple different systems over the years and the number of personnel who have expertise and access to the multiple systems is very limited (2) and the person with access and the most expertise in gathering/and compiling this data has been working remotely about half the time due to covid considerations. Relatedly, the section within the police department that will have to compile that report has been working with a skeleton crew (staggered days working remotely) most of the past several months, affecting the calculation of "business days" for purposes of the Open Records Act. Nevertheless, we are working on a solution that will allow us to provide a report with the data you specified. Please be aware that compilation of all the data you seek may be time-consuming; at this point I can't even give you a good time estimate, but I have asked him to work up a time estimate.
