I am requesting the Office of Consumer Advocate (Utilities) produce their latest forecast on the 15 year cost to the Iowa consumer for 1 megawatt of utility wind, and the 15 year cost to the Iowa Consumer for 1 megawatt of utility solar.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Mark, as the consumer advocate you must collect cost data and formulas in order to lobby for the consumer. You expect me to believe you just guess?

I'm fine with raw price data, records of formulas used for rate forcasting, and metrology records of error estimates regarding the data/formulas.

If industry lobbyists from say MidAmerican or Tesla gave you proposed data/formulas/metrology that would be responsive too. If you commingled the data/formulas/metrology with privileged information then produce a privlidge log explaining why records are exempt.

The taxpayer is legally entitled to transparency on it's supposed rate watchdog.

The duties of the OCA office are primarily acting as attorney for consumers
and the public, generally, in all proceedings before the Iowa Utilities
Board. As a result when you requested the Office of Consumer Advocate
(Utilities) produce their latest forecast on the 15 year cost to the Iowa
consumer for 1 megawatt of utility wind, and the 15 year cost to the Iowa
Consumer for 1 megawatt of utility solar, our response appropriately was the
Office of Consumer Advocate has no documents that would be responsive to
this request.

You have revised your request to generally include data that would be
provided by parties to proceedings we participate in before the Iowa
Utilities Board. There are recent Interstate Power and Light proceedings
that include utility wind and utility solar.

In RPU-2016-0005, Interstate Power and Light in a utility wind proceeding
submitted IPL Exhibit Lipari Direct, Schedule B, Page 1 of 1, indicating a
cost cap of $1,961 ($/kw) and a cost cap including estimated transmission
costs of $2,061 ($/kw). The cost breakdown was determined to be
confidential by the Board pursuant to Iowa Code section 22.7.

In RPU-2017-0001, Interstate Power and Light in a utility solar proceeding
submitted IPL Exhibit Kouba Direct, providing a final project cost for a
solar photovoltaic project. The cost was determined to be confidential by
the Board pursuant to Iowa Code section 22.7.

The Iowa Utilities Board is the custodian of the documents. Complete
information on all filings from the parties in these proceedings is
available online at the Iowa Utilities Board e-filing location
https://efs.iowa.gov/efs/ using these case identifications under Search -
Docket Search. Any request for a confidential document will need to be
filed with the Board.
