To Whom It May Concern:
Pursuant to the Iowa Open Records Law (Code Chapter 22), I hereby request the following records:
I am requesting a list of all of the National Rifle Association's lobbying expenditures in Iowa from January 1, 2013 to March 14, 2017 that list "Starboard Strategic Inc." as a vendor. The list should include the amount of the expense, the type/purpose of the expense, and the the date of the expense.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

After doing a search of all vendors during the time period requested we found no funds were paid from Iowa Secretary of State to Starboard Strategic Inc.

Hi, Emily. There seems to be a misunderstanding here. I am requesting a list of all of the National Rifle Association's lobbying expenditures in Iowa from January 1, 2013 to March 14, 2017 that list "Starboard Strategic Inc." as a vendor. I'm not looking for a record funds paid from the Iowa Secretary of State to Starboard Strategic Inc.

I apologize for misunderstanding your original question. Here is the response I was given from my chief of staff:
"We do not have the information requested and do not track the information requested for the State of Iowa. The only financial information we track is business related to the Iowa Secretary of State's office. He may wish to check with the Iowa Department of Administrative Services State Accounting Enterprise to see if they track the information he is requesting."
