Copies of any email communications with Governor Terry Branstad, Ted Stopulos, or Michael Bousselot, from September 1, 2015 to the present including the words: "BDS", or "SF 2281", or "HF 2331", or "Senate File 2281", or "House File 2331"

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

It is my understanding that you are requesting: "All emails to Governor Terry Branstad, Ted Stopulous, and Michael Bousselot, dated between September 1, 2015 and October 5, 2016, that include the search terms: 'BDS,' SF 2281,' 'HF 2331,' Senate File 2281,' or 'House File 2331."

Our office policy is to provide the first ten (10) pages of any copied document(s) free of charge. Any additional pages exceeding those initial ten (10) copied pages will require a fee of ten cents ($0.10) per page. Also, we provide three (3) free hours of staff review time regarding any documents requested. Over and above those initial three (3) free hours, a fee of thirty-three dollars ($33.00) per hour will be assessed.

Please confirm that my understanding of your open records request criteria is correct, and that your understand and accept our office's open records charging policy.

Thank you for your response, and forgive my delay in replying.

1. It's my understanding that the Iowa Public Records Law, Code of Iowa Chapter 22 section 3.3 indicates that the fee for the "copying service of records shall not exceed the actual cost of providing the service." Given that these documents are digital to begin with, and I'm asking for them in digital format can you let me know how that per page fee is calculated.

2. As per the Attorney General's Nov 1, 2006 Sunshine Advisory (https://www.iowaattorneygeneral.gov/about-us/sunshine-advisories/estimating-costs-for-public-record-requests/) I would respectfully request that you perform the initial search and let me know how many pages of documentation there are so that you can estimate the review time and a more complete financial estimate of the total cost of the request can be provided.

Our office would only charge for the actual costs of production per our office policy and in accordance with the Iowa Code. Per your request, I will have a preliminary search run by the technology office to determine how many "hits" may come back. Once I have those numbers, I will provide them to you so that you can determine how you would like to proceed.
