The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

Your request made pursuant to the Iowa Open Records Law has been sent to my attention.

Angie Carter was a student at Iowa State University. Emails of a student belong the student and not to ISU; consequently they are not "public records" under the Iowa Open Records Law. Moreover, if student emails were deemed to be "public records", the emails would be treated as confidential under Section 22.7(1) of the Iowa Code and the Family Educational Rights and Privacy Act.
