Dear J Ader,

This is in response to your request submitted via Muckrock entitled "California Public Records Act Request: FOIA - City of Inglewood - SB 1421 emails with Inglewood PD"

Your request was for:

All emails sent/received from any @cityofinglewood.org email account - within the date-range of September 1st, 2018 to December 24th, 2018 - containing any or all of the following words or phrases:
- Senate Bill 1421
- S.B. 1421
- SB 1421
- SB1421
- 1421
- shootings
- use of force
- destroy
- destroyed
- purge records
- police records

Response: Your request for a search of all City email accounts for eleven specified terms is denied because it is unduly burdensome. (See California First Amendment Coalition v. Superior Court (1998) 67 Cal.App.4th 159, 166 ("A clearly framed request which requires an agency to search an enormous volume of data for a 'needle in the haystack' or, conversely, a request which compels the production of a huge volume of material may be objectionable as unduly burdensome."))

The City of Inglewood has around 1,100 individual email accounts. To search each of the 1,100 accounts for the eleven terms specified in your request would consume an enormous amount of staff time and would be very taxing on the City's network.

If you narrow your request to particular email accounts then the City can search those email accounts.
