Pursuant to the Indiana Access to Public Records Act, I hereby request the following records:

Any and all policies and procedures regarding the recount of federal, state, or local ballot initiatives, including all materials regarding the following specific points:

• All policies and procedures regarding the initiation of a request to recount votes regarding a particular candidate position or ballot initiative
• All policies and procedures regarding the technical, practical measures for execution of a recount
• All policies, procedures, and considerations regarding the cost and budget of an execution of a recount
• All policies and procedures regarding the tallying and reporting of a vote recount

Please provide relevant procedures for jurisdictions under this agency.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I will try to assist you with your request for records concerning Indiana election recount procedures.
Generally recounts and the procedures for requesting a recount, (or otherwise contesting the initial outcome of an election), administering a recount and adjudicating and asertaining election outcome are provided for in the Indiana Code.
Recounts are provided for in Indiana Code, Chapter 3, Article 12, Chapters 10 – 12. Here are links to those statutes:

Other than the statutes themselves, I am not aware of any documents detailing rules, policies or procedures for conducting election recounts.

The Indiana Secretary of State is a member of the State Recount Commission. Activities of the recount commission and administration of federal and state office election recounts (and contests) are administered by the Indiana Election Division.
The executive office of the Secretary of State does not maintain or have access to records of the Indiana Election Division or Indiana Recount Commission.
