Good Morning,

You have requested records regarding 1) Any informational and educational materials distributed in correctional facilities about housing options available to inmates post-release, 2) Any currently valid policies/procedures detailing Department reentry services specific to accessing housing options post-release, 3)Any statistical reports detailing admission and release trends from between January 1, 2017 and December 31, 2017, 4) Any statistical reports detailing recidivism data from between January 1, 2017 and December 31, 2017, and 5) Any statistical reports regarding inmates' housing status prior to and following commitment to the Department from between January 1, 2017 and December 31, 2017.

To distribute information regarding housing options post release, correctional staff regularly meet with offenders and discuss their housing options (see Case Management 01-07-101 attachment). In addition to the in person meetings with caseworkers, offenders are provided alternative housing resources on their personal tablets (see Offender Tablet Screenshot attachment). It is important to note that it is high priority for all Indiana Department of Correction’s former offenders to have suitable housing upon release. It is extremely rare for a returning citizen to not have transitional housing established pre-release.
For requests 2-4 see the links below:

- Recidivism

Lastly, for 5) the Indiana Department of Correction makes every effort to place every offender in a suitable household or transitional facility. However, the statistical data reports regarding housing status prior and following commitment do not exist. Under the Advisory Opinion of the Public Access Counselor 16-FC-128 documents do not have to be created upon request and therefore the request is denied.
