In regard to the public records request made on April 8, 2020 to the Indiana Department of Homeland Security, the following response was provided:

Thank you for your public records request. At this time, the State of Indiana has created a Joint Information Center that will be handling all COVID-19 related public records requests. Your request has been forwarded to the JIC for processing.

In general, however, DHS does not place any sort of bid with any vendor in regards to PPE procurement. EMS Providers and Fire Departments are responsible for procuring their own PPE from vendors with state contracts as needed, and develop internal procurement guidelines. If DHS needs to directly procure PPE, they would go through the same state-approved vendors.

In terms of PPE procurement in response to COVID-19, the Department of Health procures PPE and DHS assists with distribution as requested.

A list of state contracts and QPAs can be found at the IDOA website:

https://www.in.gov/idoa/2448.htm#:~:text=QPAs%20are%20contracts%20between%20the,via%20the%20competitive%20bid%20process.

Information concerning the bidding process for state contracts should be directed to IDOA, who can provide further information. Information on amount and process for acquisition of PPE should be directed to individual Fire and EMS providers, or to the Department of Health.
