Pursuant to the Illinois Freedom of Information Act (5 ILCS 140/1 to 11), I hereby request the following records:

This is a request for a list of all personalized license plates that were rejected by the Department of Motor Vehicles for the year 2013. If available I am also looking for:

-- The reason for the rejection of the personalized plate.
-- The vehicle make and model.
-- The City and County where the applicants vehicle would be registered.

I am NOT looking for any personal identifiable information such as first and last name, street number, street name.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Dear Mr. Skelding:

This email is to acknowledge the receipt of and to respond to your FOIA request directed to the Lawren Tucker, Illinois State Library, on May 20, 2014. As the FOIA officer for the Office of the Illinois Secretary of State, I have been asked to respond to your request. In the future, please direct your requests to me.

With respect to your May 20, 2014 request, the Secretary of State Department of Vehicle Services has informed me that the Secretary of State does not maintain a list of all personalized license plates that are rejected. Therefore, since we do not maintain this information, we have no choice but to deny your FOIA request.

Should you wish to do so, you may file a request for review with the Office of the Illinois Attorney General, Public Access Bureau, 500 S. Second St., Springfield, Illinois 62706.
