Pursuant to the Illinois Freedom of Information Act., I hereby request the following records:

- A list of all citations issued to pedestrians for "jaywalking," or crossing a roadway at any point other than within a marked crosswalk or within an unmarked crosswalk at an intersection (Illinois Vehicle Code, Rules of the Road, 625 ILCS 5/11-1003), between January 1, 2019 and March 14, 2023 on Green Street in Champaign, IL, between S 1st St and S Wright St, excluding any personally identifying information about subjects or offenders.
- The names and badge numbers of officers present on Green St. between S 5th St and S 6th St on March 10, 2023 between 8 and 10 p.m. Central Time
- Traffic camera footage from cameras at the intersection of Green St. and 6th St on March 10, 2023 between 8 and 10 p.m. Central Time
- Incident reports, field interview reports or other relevant documents filed by officers in the department's Records Management System (RMS) for incidents occurring on Green St. on March 10, 2023

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I am writing to invoke an extension of the deadline for responding to the request under the following section(s) of the FOIA, which allows for additional time when:

* 140/3(e)(v) the requested records require examination and evaluation by personnel having the necessary competence and discretion to determine if they are exempt from disclosure under Section 7 of this Act or should be revealed only with appropriate deletions;
* 140/3(e)(vi) the request for records cannot be complied with by the public body within the time limits prescribed by paragraph (c) of this Section without unduly burdening or interfering with the operations of the public body.

I am taking the additional five days allowed by law to review information. The revised deadline will now be March 28, 2023.

Portions of these records have been redacted or withheld pursuant to the following section(s) of the Act:

* 140/7(1)(a) that exempts from disclosure "Information specifically prohibited from disclosure by federal or State law or rules and regulations implementing adopted under federal or State law." The Juvenile Court Act of 1987 prohibits the release of juvenile law enforcement records, as defined in Section 1-3 of that Act (705 ILCS 405/1-3(8.2)). Pursuant to Section 1-7 of that Act, those records are confidential and may never be disclosed to the general public (705 ILCS 405/1-7).

* 140/7(1)(b) that exempts from disclosure "Private information, unless disclosure is required by another provision of this Act, a State or federal law or a court order." This includes personal telephone numbers, license plate numbers, home addresses, driver's license numbers, vehicle identification numbers (VINs), and signatures.

* 140/7(1)(c) that exempts from disclosure "Personal information contained within public records, the disclosure of which, if disclosed, would constitute a clearly unwarranted invasion of personal privacy, unless the disclosure is consented to in writing by the individual subjects of the information." This includes dates of birth, race, and victim and suspect identification information.

* 140/7(1)(d)(iv) that exempts records that would "unavoidably disclose the identity of a confidential source, confidential information furnished only by the confidential source, or persons who file complaints with or provide information to administrative, investigative, law enforcement, or penal agencies." The requested documents include information about the identity of (or information provided by) person(s) who provided information to a law enforcement agency.

* 140/7.5(bb) that exempts from disclosure "Information which is or was prohibited from disclosure by the Juvenile Court Act of 1987." This includes juvenile law enforcement records.
