Pursuant to the Illinois Freedom of Information Act., I hereby request the following records:

1. From Jan 1st 2019 to September 30th 2019, I am looking for all published opinions made by the PAC.
2. I am specifically asking for all final, published PAC opinions which are closed because a request was not submitted to the PAC within 60 days for review.
3. Where possible, provide the final opinion.

If this request for records are voluminous, please only search for the documents as described in 2. and 3.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Please search again for records. Just *last week* I was giving a closing letter ( PAC 59855 ) that closed my request for an appeal for not being sent to the PAC within 60 days. Therefore, I am confident that records do exist and I am due to them under FOIA. In the event that your office will not search for records, under your final determination, please open a PAC case and send me the case number.

We interpreted your request for all published opinions as seeking all binding opinions issued by PAC. There were no records as a result of this search. Would you like to submit a new FOIA request seeking all non-binding determination letters that discuss closure of a file for failure to submit a request for review in the 60 day time period between January 1, 2019, and September 30, 2019?

Hi James,

I think we are using the same words in different ways. When the Illinois AG closes an open case for administration, I consider that a "final" and "published". I do not mean to indicate I am looking for all cases where the PAC gave a binding or non-binding opinion to a requester. I understand those are all online.

I am seeking all closed cases by the PAC where they found the request did not reach them within the time frame of 60 business days. Presumably closing a case for that reason is "final". I am requesting records to understand how widespread this practice is at the Illinois AG office.
