From: Secretary of State of Illinois

Dear Mr. Gregg:

This email is to acknowledge the receipt of and to respond to your FOIA request dated November 9, 2020 directed to Secretary of State employee, Jeffrey Swaney. As I have advised Muck Rock on NUMEROUS occasions, ALL FOIA REQUESTS for information from the Office of the Illinois Secretary of State is to be directed to me as the FOIA Officer for the Secretary of State. Be advised that the Secretary of State is not now, nor will we be responsible for FOIA requests NOT RECEIVED by our office as your "cut and paste" email draft dated October, 2020 tries to reflect. That said, your request is granted. The information you seek is below. Please also review the comments that follow the statistics for a fuller view of the information we have provided.

Temporary 90-day Special No-Fee IDs for IDOC/IDOJJ, issued in 2019 - 43
Standard (5 year) Special No-Fee IDs for IDOC/IDOJJ, issued in 2019 - 1,951

Note: There is some duplication of records/ID holders in these categories. A person could be released from IDOC and obtain the 90-day Temp ID if they do not have proof documents showing Residence Address, and then come back in within the 90 day window WITH those proof documents and obtain the regular length ID. Both of those credentials would be issued No-Fee.

With this transmission, the Secretary of State's compliance with your request is now complete.

Sincerely,

Donna M. Leonard
Executive Counsel
Illinois Secretary of State
