Pursuant to the Illinois Freedom of Information Act., I hereby request the following records:

Digital copies of data - in its most raw format - tracking all instances of restraint and seclusion during the 2017-2018 school year that was received by the ISBE in response to its 2019 emergency rules. According to the press release published on Nov. 20, 2019, "all public schools, cooperatives, private special education facilities, and other educational entities" are required "to submit data to ISBE on all instances of physical restraint or time-out used during the current (2019-20) and past two school years (2018-19 and 2017-18)." Please note, I am specifically requesting the data received by the ISBE in response to this emergency order -- not the publicly available records published in the Civil Rights Data Collection for this school year.

Good afternoon,

Thank you for your hard work on collecting these data. However, I do not find the records responsive to my original request.

As previously stated, I am seeking the original data, as it was received by the ISBE (likely by email), from each school, LEA or other reporting agency in response to the November 2019 emergency rules. While I appreciate the summary of the data produced by the ISBE, I requested the following: "Digital copies of data - in its most raw format - tracking all instances of restraint and seclusion during the 2017-2018 school year *that was received by the ISBE* in response to its 2019 emergency rules."
