To Whom It May Concern:

Pursuant to the Illinois Freedom of Information Act., I hereby request the following records:

I am requesting all records (coroner, police, and other retained files) regarding the unidentified decedent sometimes known as Ina Jane Doe, Agency Case Number: C93-0159/NamUs Case Number: 11091, who skull was found on or about 1/27/1993. Per Doe Network, the decedents' skull was "in a wooded area in the Wayne Fitzgerald State Park hanging in some bushes as if someone had thrown it from the road nearby." She suffered from what seemed to be injury-induced Torticollis.
I'm a writer and researcher with a long track record of working with law enforcement and forensic experts to cover cold unidentified persons cases in the Southeast, and can provide numerous references. I'm currently expanding coverage to the national scale, and wold like to cover cases that could use further public awareness, plus the input of the forensic anthropologists, scientists, and genealogists.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Sincerely,

L E Norton
