From: Brian Kroll

To Whom It May Concern:

Pursuant to the Illinois Freedom of Information Act (5 ILCS 140/1 to 11), I hereby request the following records:

Any emails sent or received by any employee of Illinois State Police (ISP) between the dates of April 01, 2016 and November 01, 2016 containing the keyword/hashtag "#NoDAPL" or "#DAPL".

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not. I would also like to request that the responsive documents/data be provided in a machine readable format or in the original format it was created in, with all original metadata of documents/data intact.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Sincerely,

Brian Kroll

From:

Brian--Your January 9, 2017, request for "DAPL" related emails has been
received. As currently written, this request is unduly burdensome and the
burden on the public body to respond outweighs the public interest in the
information. See 5 ILCS 140/3(g). Therefore, ISP is asking your request
be narrowed to manageable proportions.

Please note the current ISP email system does not allow searches performed
for all mailboxes at one time, but rather, searches can only be done
within a specific user's mailbox. This search is performed by checking
each mailbox individually. Consequently, the current request is unduly
burdensome. Could your request be narrowed in some way? Is there a
specific user or group of users that are of interest to you?

In summary, each ISP employee mailbox would need to be checked
individually to compile the information responsive to your request as
written. The amount of time for processing this request is unduly
burdensome and ISP's burden for responding to the request outweighs the
public interest in the information. Therefore, ISP is requesting an
opportunity to confer with you in an attempt to reduce the request to
manageable proportions. Thank you for considering this request.

Re: Any emails sent or received by any employee of ISP between the dates
of 04/01/2016 and 11/01/2016 containing the keyword/hashtag "#NoDAPL" or
"#DAPL".

The prior response referred to the emails of the five ISP employees you
listed.
Region 3 - District 09 - District Commander Captain Gerald S. Compton
Region 4 - District 12 - District Commander Captain Cory A. Ristvedt
Region 3 - District 14 - District Commander Lieutenant Jon K. Dively
Region 4 - District 18 - Interim District Commander Lieutenant Timothy T.
Tyler
Region 3 - District 20 - District Commander Lieutenant Jon K. Dively

Those five emails accounts did not contain any reference to " #NoDAPL",
"#DAPL", or without hashtag "NoDAPL", "DAPL". for the time frame searched.
Therefore, ISP does not possess any documents responsive to this
request.
