Pursuant to the Illinois Freedom of Information Act., I hereby request the following records:
[The timeframe for this request is January 1, 2019 until the present]
1) All contracts, statements/scopes of work, memorandums of understanding, or privacy agreements between the department and Idemia regarding mobile drivers licenses, digital identity products, or automated driver tests.
2) All successful bidding documents submitted by Idemia a in response to RFPs for mobile drivers license, digital identity products, or automated driver tests.
3) All advertising brochures, presentations, marketing communications, or other promotional material sent to the department by Idemia regarding mobile drivers license, digital identity products, or automated driver tests.
I ask that all fees be waived as I intend to use the requested records to further public understanding of government functions and not for any commercial purpose. In the event you choose to impose fees, I request a detailed breakdown of the fees, including the hourly wage of each employee involved and an explanation justifying the employee hours required to fulfill the request.
Should you choose to reject this request or redact portions of responsive documents, I ask that you provide a detailed breakdown of the statutory exemptions and associated case law underlying your decision to withhold each/any portions from public review.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

This email is to acknowledge the receipt of and to respond to your FOIA request dated March 24, 2022. We have reviewed your extensive request and have determined that we will require a three (3) business week extension of time, or until April 19, 2022, to compile the requested information. Our request for extension is based upon the nature of your request that seeks extensive information related to Secretary of State vendor, Idemia, as well as information regarding mobile drivers licenses, digital identity products or automated drivers tests. The Secretary of State Budget and Fiscal Management Department and the Secretary of State Drivers Services Departments have advised me that your request is extensive and will require additional time to search for and to compile compliant records. Given the nature of your request, combined with the review requirement to insure compliance prior to release, makes your request impossible to complete within the 5 business day requirement under FOIA. Therefore, the Secretary of State respectfully requests an extension of time through April 19, 2022 within which it is to formally respond to your FOIA request. Our request is made pursuant to Sections 3(e)(ii), 3(e)(v), 3(e)(vi) and 3(e)(vii) of the Illinois Freedom of Information Act. [5 ILCS 140/3( e)(ii); 5 ILCS 140/3(e)(v); 5 ILCS 140/3(e)(vi); 5 ILCS 140/3(e)(vii)]. Should we complete compiling and reviewing the information prior to the expiration of the extended period, we will formally respond to your request at the time.

This email is to advise you that we are still searching for and reviewing those documents located that comply with your request dated March 24, 2022. The documents we have located thus far and that are included in the link below, are in partial compliance of your request. You may obtain the documents through the link provided below. We will continue to forward documents as we complete our search and review of additional documents.
Be advised that the Illinois does not issue mobile drivers licenses. Accordingly, there are no documents in Secretary of State files that comply with this portion of your request seeking information related to mobile drivers licenses. Further, the Secretary of State Drivers Services Department, Office of the General Counsel and the Department of Budget and Fiscal Management, each, respectively, have advised me that there are no documents in their files related to Paragraph #3 of your request dated March 24, 2022. Therefore, this portion of your request is denied.
Lastly, we are confused by what you refer to as "digital identity products". We ask you to clarify this term and to provide us with an explanation of what you mean by "digital identity products" so that we are able to search for documents that comply with this request. Once you have clarified this term, we will conduct a search for documents.
