Dear Mr. Chapman:

This email is in response to your Illinois Freedom of Information Act ("FOIA") request submitted to the Illinois Department of Innovation & Technology ("DoIT") on June 7, 2018 and appearing below. Enclosed please find the record responsive to your request that DoIT located pursuant to a reasonable search under the timeframe and criteria identified in your request. Please note that personal email addresses have been redacted from the document pursuant to 7(1)(b) of FOIA (5 ILCS 140/7(1)(b)), which permits the withholding of "private information," as that phrase is further defined in Section 2(c-5) of FOIA (5 ILCS 140/2(c-5)).

To the extent you consider this to be a denial of your FOIA request, you have a right to seek review by the Public Access Counselor ("PAC") by writing to:

Public Access Counselor
Office of the Attorney General
500 South 2nd Street
Springfield, Illinois 62701
Fax: 217-782-1396

If you choose to file a Request for Review with the PAC, you must do so within 60 calendar days of the date of this letter. 5 ILCS 140/9.5(a). Please note that you must include a copy of your original FOIA request and this response when filing a Request for Review with the PAC. You also have the right to seek judicial review of this response. 5 ILCS 140/11.

Thank you!

Is there a reason why ilga.gov is not included in this list? Is that managed by a different IT department? Thanks in advance.

Matt Chapman

From: Illinois Department Of Innovation And Technology

Good Morning Mr. Chapman,

The document included email information between March 5 2018 and March 9, 2018 to or from "(Kaitlyn.Connelly@illinois.gov)" with the fields:

"1. From address
2. To address
3. bcc addresses
4. cc addresses
5. Time
6. Date"
Are there additional individuals you are requesting an email log for? Are you instead seeking a log of email correspondence from all DoIT employees? Please advise on the scope of your request. If you are seeking email correspondence for government employees outside of the Illinois Department of Innovation & Technology, the Freedom of Information Act officer for that particular agency/department, etc. should be contacted directly for such information. I am happy to discuss further by phone to clarify if you have questions.

Thank you,

Good Afternoon Mr. Chapman:

Per our earlier conversation, I understand that you are intending to submit a revised FOIA request as the scope of your request was broader than interpreted below.

Please be advised that DoIT does not manage the email correspondence in the ilga.gov domain. The FOIA contact information can be found at: http://www.ilga.gov/. If you click "FOIA Information" links for the Senate and House, the contact information is contained in the linked PDF documents. Further, the FOIA contact reference page that I mentioned for the Illinois.gov agencies is at: https://www2.illinois.gov/Pages/FOIA-Contacts.aspx.

As we discussed, an enterprise-wide request (i.e. a search of all Illinois.gov email addresses) is almost certainly an undue burden on the state as a result of the sheer volume of users and emails exchanged, and DoIT may not be the appropriate agency through which to request this information. However, please feel free to send the revised request and DoIT will consider the specific request submitted.

Thank you,
