Dear Mr. Waltman:

Thank you for writing the Illinois State Police with your request for
information pursuant to the Illinois Freedom of Information Act, 5 ILCS
140/1 et seq.

On March 6, 2017, we received your request for the following: Records
related to situational awareness reports or field analysis reports on the
instances of protest in Illinois with date ranges listed from November,
January and February.

The Illinois State Police Freedom of Information Officer, Erin Davis, is
granting your request in part and denying your request in part. Please
note the documents are available for release with redactions. The reasons
for the redactions are as follows:

5 ILCS 140/7(1)(a) ? Disclosure of the information you have requested is
prohibited by federal or State law or rules and regulations implementing
such laws.

5 ILCS 140/7(1)(b) ? The report, if provided, contains redactions based on
the Freedom of Information Act?s exemption regarding ?Private Information?
as defined in the Illinois Freedom of Information Act as, ??[u]nique
identifiers, including a person's social security number, driver's license
number, employee identification number, biometric identifiers, personal
financial information, passwords or other access codes, medical records,
home or personal telephone numbers, and personal email addresses. Private
information also includes home address and personal license plates, except
as otherwise provided by law or when compiled without possibility of
attribution to any person.? All relevant private information has been
redacted.

5 ILCS 140/7(1)(c) ? Documents containing personal information which would
clearly constitute an unwarranted invasion of personal privacy, including,
but not limited to: dates of birth, home addresses, telephone numbers and
medical information have been redacted.

5 ILCS 140/7(1)(d)(vi) ? Release of the information requested,
particularly the names of current and/or retired police officers, would
endanger the life or physical safety of law enforcement personnel. Police
officers, as well as the valuable and dedicated support personnel who work
with them, face unknown and unpredictable dangers every day. To place the
identities of dedicated civil servants into the public recklessly
endangers the lives and safety of those individuals. Recent and
unpredictable attacks on police officers and other criminal justice
employees and their families point to an alarming trend in violence
targeted directly at those persons simply because they represent law and
order.

You have the right to have the denial of your request reviewed by the
Public Access Counselor (PAC) at the Office of the Attorney General (5
ILCS 140/9.5(a)). You can file your Request for Review with the PAC by
