I am writing in response to your request for records of complaints regarding officer conduct. The University of Chicago, although not a public body within the meaning of the Illinois Freedom of Information Act, provides access to a significant amount of data and information about the University of Chicago Police Department’s day-to-day operations. This data and information can be found by visiting the website: http://safety-security.uchicago.edu/police/data_information/. With regard to your specific request, the University has established an Independent Review Committee, comprised of community members as well as faculty, students and staff of the University, which reviews complaints brought against University police by members of the public and the University community. The findings and recommendations of this committee, as well as a summary of all of the complaints the committee reviews, are published online. What publication is this for? As I previously indicated, although the University of Chicago (University) is not a public body, it nevertheless makes public a significant amount of information with regard to the activities of its police department.

In the 2015-2016 academic year, there were two complaints made by members of the University community and/or the public against the University of Chicago Police Department (UCPD). Detailed information about those complaints is as follows:

1. CR 2015-02
• Case summary: The UCPD officer and the complainant interact with some regularity at her place of employment. They ran into each other on the street, where the officer used, in the presence of others, a term of address that the complainant considered inappropriately familiar.
• Allegation: Complainant alleged that the accused UCPD officer made an inappropriately familiar remark to her.
• Date/time of incident: 6/16/2015; 10:30 p.m.
• General location of incident: E. 53rd Street and S. Blackstone Ave.
• Date complaint was filed: 6/22/2015
• UCPD disposition: Sustained
• Date decision was rendered: 8/20/2015

2. CR 2015-03:
• Case summary: A UCPD officer, called to the aid of a citizen who fell on the sidewalk, requested an ambulance. The Chicago Fire Department paramedics arrived on the scene to assist and alleged that the officer spoke to them disrespectfully.
• Allegation: The complainants alleged that the accused UCPD officer directed rude, unprofessional, and profane language toward them when they both responded to a medical call on Street.
• Date/time of incident: 12/18/2015; 8:23 a.m.
• General location of incident: E. 53rd Street and S. Kimbark Ave.
• Date complaint was filed: 12/18/15
• UCPD Disposition: Administratively Closed
• Dates decisions were rendered: 1/22/16, 2/29/16

Please provide all the data the University maintains on complaints, as I requested in my original letter.

In my original letter, I request "full reports." I will clarify if you deem it vague: this would include but is not limited to: date and time of incident, date and time of complaint filing, a unique identifier of the officer(s) involved, location of alleged incident, description of alleged incident, name of person filling the complaint, and the result of the complaint, including whether any disciplinary action resulted from the complaint.

With regard to your specific request, the University has established an Independent Review Committee, comprised of community members as well as faculty, students and staff of the University, which reviews complaints brought against University police by members of the public and the University community.
