From: Matt Zagaja

To Whom It May Concern:

Pursuant to the Illinois Freedom of Information Act., I hereby request the following records:

I'm interested in documents including emails, vendor solicitations, requests for proposals, and project proposals related to Apple Wallet ID card program, which is referenced publicly on their website here: https://www.apple.com/ios/ios-15-preview/ While the program is publicly announced, they have not shared participating states and I'm interested in any responsive documents whether or not the state has decided to participate in the program.

If you have any suggestions on how to better tailor my request to provide useful results while minimizing the burden on the agency to complete it, please let me know.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Sincerely,

Matt Zagaja

Dear Mr. Zagaja:

This email is to acknowledge the receipt of and to respond to your FOIA request from earlier today. In the future, please direct all FOIA requests to me, as I am the FOIA officer for the Office of the Illinois Secretary of State.

With respect to your request for Apple Wallet ID information, please refer to the attached emails provided to me by Mike Standley, Director of the Secretary of State Information Technology Department. The emails reflect communications between Mr. Standley, Ms. Terri Coombes (Deputy Chief of Staff, Illinois Secretary of State, and other Secretary of State employees). The attached emails are the only documents contained within the files of the Illinois Secretary of State that comply with your request. The only vendor solicitation is the email from Travis Feuerbacher dated June 7, 2021. There are no RFP or project proposals in Secretary of State files, only the email communications attached.

With this production, the Secretary of State compliance is complete.

Sincerely,

Donna M. Leonard
Executive Counsel
Illinois Secretary of State
