Pursuant to the Idaho Public Records Act, I hereby request the following records:

All policies, procedures, memorandums of agreements, other memos, directives, communications, occurrence reports, and any other relevant materials regarding the reporting, negotiations, control, aftermath, and general treatment of hostages taken or individuals restrained in a hostage-like manner by individuals detained or under the supervision of facilities maintained under the jurisdiction of this agency, including juvenile, local, and private facilities, if applicable. If additional policies are maintained by other agencies, direction indicating such would be greatly appreciated.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Are you asking for records that resulted from an incident in which inmates took hostages? Or, are you requesting records that describe how the department would respond to a potential incident that involved hostages?

Hi Beryl:

Please call me Jeff. Thank you for your nice words. I was an investigative reporter for many years, so I have a deep appreciation for public records laws. I salute you and MuckRock for your efforts to make more government records available to the people.

Here's where we stand with the IDOC's records pertaining to hostage incidents. I contacted the Prisons Division. They say all of their records are strictly confidential and exempt from release. They don't want to disclose any information that someday might put the lives of hostages or their rescuers at risk.

So, aside from the two policies I have already given you, it appears we have nothing more available.

We have not had a hostage incident in an Idaho prison since 1983. All of the records pertaining to that incident are in the custody of the Idaho Historical Society.

I wish I could be of more help to you on this.
