Pursuant to the Idaho Public Records Act, I hereby request the following records:
The following materials regarding the assessment, collection, and balances of inmate fees and debt:
• All policies and procedures regarding the goods, services, or any other expenses for which inmates are or may become liable. Please include all policies on the garnishment/disbursement of funds from inmate accounts and wages (such as those related to mandatory saving, mandatory deductions, coverage of care, personal necessities, etc.), as well as all relevant reporting requirements. Please include all relevant data as regards to medical payments, room and board costs, meal fees, stamps and postage, hygienic materials, and any other expenses for which inmates are or may become liable, etc.
• All reports, databases, spreadsheets, or equivalent materials regarding current debts/restitution paid to or owed to this department or any facility/agency under its jurisdiction. Please include all available segregable information (excluding individual personally-identifying elements, as necessary and appropriate), including but not limited to the reason for the debt/fee, the amount of the debt, the facility at which the debt was incurred, whether the debt is held by an inmate in custody or released, any available individual data regarding record of prior release, etc.
If further clarification is necessary, a phone call will happily be arranged.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

This is an automated response to verify your "Public Records Request" has been received. To be considered a valid request your e-mail must include:

The records custodian will review each request and determine if the documents requested are available and not exempt from disclosure. Record requests shall be submitted for existing records, not research projects.
Fees are as follows:
· $9.25 if the record must be retrieved from state storage
· Postage (if not prepaid)
· Cost of labor of person gathering the documents if more than 2 hours is required, OR -
· The request is for more than one hundred (100) pages of paper records; or the request includes records from which exempt information must be redacted regardless of time.
· Copies in excess of 100 pages cost $ .10 per page.
· When available, electronic copies will be provided.

We are in receipt of your public records request: Inmate Debt and fees policies/reports (State-level) Department of Correction. We need clarification of what exactly you would like a record of. The information provided in your e-mail is too vague. We cannot determine how much, if anything, your public records request will cost.
1. Are you just looking for our policies regarding inmate debt and fees? If so, during what time period? What debts are you looking for?
2. What type of reports are you looking for?
3. What assessments and collections?
4. Are you looking for all individual inmate fees and debts?
5. What do you mean by 'whether the debt is held by an inmate in custody or released, any available individual data regarding the record of prior release, etc.' ??
We may have more questions based on your response.

Thank you so much for your help with this request so far. I hope you'll excuse the tardiness of my response. With regards to reports, I'm interested in reports detailing the amount of debt being carried by inmates, by year, by facility, or by type of debt, if possible. However, I realize that each agency handles this information differently. Would you be able to give me a better sense of the format in which the DOC keeps and calls up such data?

Attached you will find our report on the dollar amount the inmate's owe for restitution. The Idaho Dept. of Correction does not track child support paid, nor do we have a report to provide data on court ordered filing fees.
