The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you Ms. Zamora,

I requested something a little different. I requested the names of the employees, not just the titles.

For instance, the public has a right to know that Mr. Sergio Infanzon got a nice, fat 7% raise when Huntington Park was experiencing a "financial crisis" which purportedly necessitated a lay off of several long-time employees. Mr. Infanzon's name does not show up on the website the City directed me to: https://publicpay.ca.gov/Reports/Cities/City.aspx?entityid=192&year=2019

In fact, no names appear on the link sent to me. So the public would have to somehow know that Nita McKay was the "Director of Finance and Administrative Services" to learn that her total wages and benefits were $214,680 in the year 2019, not including her employee retirement cost, which is a "benefit" of which I also requested, and is not included in the link. The link also does not show what Nita McKay made in the year 2018, or what her title was in 2018. Was Ms. McKay the Director of Human Resources in 2018 and she made $145,122? Or was Ms. McKay the Director of Finance and made $162,315? Or was she both, and made $307,437?

Moreover, the website does not have the year 2020 or 2021 on it for anyone.

It is imperative to know the names of public employees, and how much those specific employees make. Not only is it imperative, but it is required by law under the California Supreme Court case International Federation of Professional and Technical Engineers v. The Superior Court of Alameda County (2007). Our Supreme Court made it clear that the names and wages of government employees are not exempt from disclosure under the CPRA, and does not violate the employees' right of privacy.

Please know that I will not hesitate to file a writ petition to release this information, and will seek attorney's fees and costs should all of the information I requested not be produced.

Hello Ms. Zamora,

This production appears to be a single, six-page document of employee benefits and pay for the year of 2019. Is that correct? The document itself does not list a year, but the name of the document is State_Controllers_Report_Data_2019.pdf.

If this is information that is provided to the State Controller every year, then it should be pretty simple for HR or the Director of Finance to produce all requested documents within an hour. Could you please explain why it has taken almost two months to provide a six page document of public employees' earnings? I appreciate your prompt response.
