Pursuant to Maryland's Public Information Act ("PIA"), I hereby request the following records:

Air patrol "surveillance" aircraft program targeting activities within Howard County, Maryland that includes crime prevention and threat analysis assessment.

Provide any and all agreements and collaborative efforts with federal, state, private and commercial contractors within Howard County and all other coordinating jurisdictions within the state of Maryland.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Mr. Howard in response to your request below, the Commander of the HCPD Aviation Section has requested clarification on the second part of your request. Please see below.
Air patrol "surveillance" aircraft program targeting activities within Howard County, Maryland that includes crime prevention and threat analysis assessment. The Howard County Police Department does not have a “surveillance” aircraft program that targets activities in Howard County. The helicopter utilized by the Howard County Department of Police is used to supplement patrol function.
Provide any and all agreements and collaborative efforts with federal, state, private and commercial contractors within Howard County and all other coordinating jurisdictions within the state of Maryland. Please provide clarification; Are you seeking agreements only to do with the helicopter utilization?, or are you requesting all agreements HCPD has entered into with federal, state, private and commercial contractors?

I am following up regarding Muckrock PIA requests for surveillance activity's throughout Howard County.

The MPIA requests also
seeks all agreements that pertain to helicopter utilization data from (2010 to 2016) throughout Howard County in collaboration with border jurisdictions, i.e. Anne Arundel county, Baltimore County and Prince Georges County.

Provide all agreements HCPD has entered into with federal, state, private and commercial contractors regarding aircraft surveillance.

Please provide names of programs, agency's and collobaration with local, state and federal law enforcement agency's.
