Pursuant to the Texas Public Information Act, I hereby request the following records:

1) Data detailing the location, ownership information, and status of all 5G-enabled small cell installations in the city as of the date this request is completed. This dataset/spreadsheet should include, where available, the following data fields:
- Longitude & latitude of 5G small cells
- Street address of 5g small cells
- The name of the company that owns the small cell
- The status of the installation (i.e., pending approval, already installed, etc.)
- Installation date
- Fee paid
- Term of installation (i.e., 5 years, 10 years, etc.)
- Any other relevant data fields the department tracks

2) All department strategic plans or comparable documents describing the city's goals, procedures, and policies regarding 5G deployment.

3) All contracts, memorandums of understanding, or comparable agreements between the department and 5G vendors.

I ask that all fees be waived as I am a journalist and intend to use the requested records to publish articles in the public interest. In the event you choose to impose fees, I request a detailed breakdown of the fees, including the hourly wage of each employee involved and an explanation justifying the employee hours required to fulfill the request.

Should you choose to reject this request or redact portions of responsive documents, I ask that you provide a detailed breakdown of the statutory exemptions and associated case law underlying your decision to withhold each/any portions from public review.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

Could you please clarify what you mean by "no records exist?" My understanding is that Houston DPW handles 5g small cell permitting. Is that not the case? Should I direct my request to a different department?

City of Houston Permitting Center handles permits, underground utilities, plans, occupancy, construction records, project violations, habitability and subdivision plats.  We can provide you a permit list for permits applied for cellular towers  however we do not have the information you are requesting at the Houston Permitting Center "Data detailing the location, ownership information, and status of all 5G-enabled small cell installations in the city as of the date this request is completed". The Administration and Regulatory Affairs (ARA) department may be able to assist.
