including but not limited to all communications including/mentioning

• the @cca.com and @correctionscorp.com domain names
• "CCA"
• "Corrections Corporation of America."

Please include communications sent to, from, or regarding all representatives of the jurisdiction (current and at all relevant periods prior, spanning any period during which the jurisdiction was considering, engaged with, or ending relations with the aforementioned entity), including but not limited to the following officials, as applicable:

• City Administrator
• City Attorney
• City Clerk
• City Councilmembers, individually
• City Manager
• City Treasurer
• Economic Development Director
• Fire Chief
• Finance Director
• Mayor
• Planning/Community Development Director
• Sheriff

Should terminology be unclear or further clarification be necessary, a phone call will happily be arranged.

In regards to all necessary requester status considerations, it should be noted that this request is being made by a member of the news media as part of a nationwide journalistic investigation on the privatization of corrections and institutions (physical, systemic, political, etc.) in the greater correctional and law enforcement system. In addition to being a news media request submitted in the public interest, all communications generated in the processing of this request, in addition to the requested materials, will be made available to the general public as part of a curated news series.

This request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The Texas Public Information Act (Texas Gov't Code §552.301) requires requests for public information submitted by either facsimile or electronic mail to be submitted to the officer of public information (or the person designated by that officer) before they are to be considered proper written requests. Tex. Gov’t Code §552.301(c). For the City of Houston, the officers of public information are department heads or their designated Public Information Officer(s). Thus, you should send requests for public information to the department head of the department(s) you believe to be the custodian(s) of the information you are seeking or to their designated Public Information Officer. A list of the designated Public Information Officers can be found online at http://www.houstontx.gov/pia.html.

Furthermore, please note that the City of Houston does not have a City Manager, City Treasurer, City Administrator, or City Clerk. Finally, the Sheriff’s office is a separate entity from the City of Houston. Thus, the only records that were searched were the files that were contained in the Legal Department.

Thank you very much for the clarification. Could you please clarify what specifically is included on those two pages and whether email systems with the Legal Department were searched for responsive materials?

Thanks again for your help and patience. I hope you'll understand the difficulty of writing and sending a check for a request that itself costs less to fulfill than the postage needed for both parties to send the requisite materials.

A thorough search was done in our database and the only file that came up was a file from the year 2000. Furthermore, we have checked with all the attorneys in our department and nobody responded that they have any other information. The two pages of responsive information that can be released contain a letter that Corrections Corporation of America sent to the Planning and Development Department in March of 2000. The Legal Department has no other responsive information pertaining to your request.
