From: Samuel Sinyangwe

To Whom It May Concern:

Pursuant to the Texas Public Information Act, I hereby request the following records:

The total number of incidents where Houston police used one of the following uses of force (i.e. responses to resistance) against a civilian, per year, from 2013-2020:
- tasers/electronic weapons
- batons and other impact weapons
- oc spray and other chemical weapons
- carotid restraints and other neck restraints
- k-9 deployments

Please provide individualized, case-level data if possible indicating which types of force were used in each incident, and the date each incident occurred. If individualized data are not available, please provide aggregate totals for each type of force x year combo (i.e. HPD officers used tasers in X number of incidents in 2013, Y number in 2014, etc.). Note, in the past I've requested similar data and was not provided with the appropriate data. Please provide data on all uses of force, whether or not they resulted in a use of force complaint/allegation.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Sincerely,
