From: Todd Feathers

To Whom It May Concern:

Pursuant to the Texas Public Information Act, I hereby request the following records:

1) An up-to-date report (as of the time this request is processed) from the university's Educational Advisory Board (EAB) system documenting student predicted risk scores, broken down in aggregate by the following categories:
- Race
- Gender
- Race AND gender
- Major
- GPA group

As explained in the attached document, this data is stored in the university's EAB system as part of the Student Success Collaborative and can easily be searched and compiled into reports. Please note that I am not requesting any personally identifying information, but rather aggregate data for the aforementioned groups.

2) All validation studies or technical reports detailing the unique predictive model created by EAB for the university and how it performs across different demographic groups.

I ask that all fees be waived as I am a journalist and I intend to use the requested records to publish articles in the public interest and not for any commercial purpose

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter.

I look forward to receiving your response to this request within 10 business days, as the statute requires.

Sincerely,

Todd Feathers

Good afternoon Mr. Feathers,

After speaking with our analysts, the University would like to seek additional clarification in relation to your request below. Pursuant to Texas Government Code § 552.222(b) (the Texas Public Information Act). The University seeks to clarify the following:

· Is your request limited to undergraduate information?

· Could you please clarify what you mean by GPA group?

· When you state that you are seeking aggregate numbers, are you seeking raw numbers or percentages?

· Finally, in relation to the categories are you seeking, are you seeking the classification as it relates to the risk percentage or the inverse? (i.e. Are you seeking the percentage of male or female students that are high risk , or the percentage of high risk individuals that are male or female?)

Please simply respond to this e-mail to provide clarification that matches the scope of your request. The University is required to inform you that if you fail to respond to this e-mail seeking to clarify your request within 61 days, your request will be considered withdrawn.

Hi Cecilia,

I'm happy to provide clarification, and if it would be helpful for the folks processing this request to talk over the phone, they can reach me at 857-997-0375.

1) Yes, let's limit the request to undergraduate information unless it is easier for you to process data for the entire student body. Either works for me.

2) My understanding is that the EAB system at some universities allows staff to search by pre-set GPA groups (e.g., between 3.0 and 3.2). If that is not the case at UH, please ignore that aspect of the request.

3) I'm seeking raw numbers, but would happily take percentages as well if it's not extra effort.

4) I would prefer stats for both percentage of the demographic group considered high risk (e.g., the percent of males considered high risk), and the inverse (percent of high-risk students that are male). As mentioned above, though, I would be happy to talk to the analyst handling the request in order to come to a mutual understanding.

Really appreciate the help,
Todd Feathers

Thank you very much, Cecilia. If I can just ask one additional favor: If the company does respond and you receive notice, would you let me know? While the company is required to notify me as well under the law, that doesn't always happen so it would just be nice to get a heads up.

Really appreciate your help on this!

Todd
