Pursuant to the Texas Public Information Act, I hereby request the following records:

In the attached report you'll find your office's reporting materials for the CVE grant from the Department of Homeland Security.
Cited in this report are several documents pertaining to the implementation of the CVE grant that I would like to request:

1) In the most recent Project Implementation and Evaluation Plan (for the reporting quarter that ended in March 2019), it says your office had begun developing a Twin Cities Curriculum and an empowered parents curriculum. I would like all documents (lesson plans, presentations, handouts) pertaining to both of those curricula.

In the most recent Performance Progress Report (p.91 of the attached document) it mentions that the City of Houston has conducted 4 curriculum review meetings. My requested materials would include all documents reviewed in those 4 meetings.

2) In Appendix A of the report (p.104) the risk assessment identifies a medium risk that there could be negative public perceptions of the CVE program. It says that the solution to this risk is to "conduct a media campaign" to get ahead of the message. I would like all materials, developed or released by the City of Houston, that help counter negative perceptions of CVE.

3) Also on the most recent Performance Progress Report (p.91 of the attached document), it says that the City of Houston has conducted with "CVE experts, practitioners, academic experts, and intelligence analysts.)
I would like a full list of of those CVE experts (analysts, etc.) that the City of Houston interviewed.

1) In the most recent Project Implementation and Evaluation Plan (for the reporting quarter that ended in March 2019), it says your office had begun developing a Twin Cities Curriculum and an empowered parents curriculum. I would like all documents (lesson plans, presentations, handouts) pertaining to both of those curricula. No reference to any “Twin Cities Curriculum” is found in our reporting. The City of Houston Program has no such effort. However, there is language addressing the concept of “engagement through the Three Cities program”, which was initially proposed in the application but never developed. The three cities concept was going to look at the incidents in Orlando, FL, San Bernardino, CA, and Charleston, SC to get people to start thinking of terrorism as a local event and not something that only occurs overseas. This concept was never developed as the Houston program went in another direction.

Curriculum review was conducted by contractor support and any documents reviewed have never been provided to the City of Houston.

We have not had any issues to date and do not anticipate any that would require and form of messaging or media releases to be generated.

I would like a full list of of those CVE experts (analysts, etc.) that the City of Houston interviewed. All interviews regarding the development of the program have all been conducted by contractor support. The City of Houston does not possess the list of those who were interviewed.
