Pursuant to the Hawaii Uniform Information Practices Act, I hereby request the following records:

Records sufficient to show the names, star numbers, respective dates, and the type of time off of all police officers and/or employees who requested any personal time off, vacation days, personal days, furlough days, or any other time off for the dates of, on, or between Jan 1, 2021 and January 8, 2021 AS WELL AS the dates of, on, or between Jan 1, 2020 and January 8, 2020.

Ideally, please provide the records in an excel spreadsheet.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Please pardon the delay. The HPD does not maintain a file containing the info for individual officers that you are requesting. We may be able to retrieve the total number of hours worked and off-duty for all officers for January 1-8, 2019 and 2020. Would that work? Hi - thank you for your response.

I'm a little confused how or why officers' records on time off wouldn't be maintained by HPD or any of its downstream agencies. In my experience when requesting these records, agencies have systems that can be queried by HR personnel or finance personnel to have an understanding of where and how staffing is being allocated. I sincerely doubt that these systems don't exist, so I'd like to ask that you and your agency dig a little bit deeper into this. As it stands, my concern is that the respective agencies simply don't want to spend the time to collect these records, which is at ends with the public's interest.

Unfortunately aggregate records will not be helpful because it wouldn't include information on individual officers. I am willing to narrow my request to some extent, but I would like to ask that your agency do a little bit more research in discovering what's possible and what's not. With that, I can more easily narrow the request and can provide the public with as much information as possible.

You said over the phone that your agency has already done a fair amount of back and forth with me already to suggest that your agency has done its dilligence, however the back and forth was only a clarifying question that had nothing do with the current question, so I'm unsure the relevance of our minimal back and forth presently.

In addition, the list will include badge numbers for sworn personnel. This list does not currently exist and must be created.

The estimated fee for this request is $640.

35 hours x $5 per 15-minute block $700
Less media waiver ($60)
