Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:

A copy of the bid submitted in response to Amazon's request for proposals for the site of its second headquarters, any contracts with third-party providers for services rendered regarding the Amazon HQ2 bid, and any marketing budgets regarding Amazon-related expenditures from September 1, 2017 to the date this request is received.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Ms. Lustig:

On November 10, 2017, we received your request pursuant to the
Massachusetts Public Records Law for the following records:

- A copy of the bid submitted in response to Amazon's request for
proposals for the site of its second headquarters, any contracts with
third-party providers for services rendered regarding the Amazon HQ2 bid,
and any marketing budgets regarding Amazon-related expenditures from
September 1, 2017 to the date this request is received.

The City of Holyoke provided one such site and were therefore included in
the state bid document, which is already a public document and can be found
in it's entirety here: https://www.mass.gov/hq2/. ​Our submitted
information can be found on page 95 of the submission, which can be
downloaded at the bottom of the page.

The City does not have any contracts with third-party providers for
services rendered regarding the Amazon HQ2 bid or any marketing budgets
regarding Amazon-related expenditures from September 1, 2017 to November
10, 2017.

Please be advised that pursuant to 950 CMR 32.00 and G.L. c. 66, section
10A(a) you have the right to appeal this decision to the Supervisor of
Public Records within 90 calendar days. Such appeal shall be in writing,
and shall include a copy of the letter by which the request was made and,
if available, a copy of the letter by which the custodian responded. The
Supervisor shall accept an appeal only from a person who had made his or
her record request in writing. Pursuant to G.L. c. 66, section 10A(c), you
also have the right to seek judicial review by commencing a civil action in
the superior court.
