To Whom It May Concern:

Pursuant to the Oregon Public Records Law, I hereby request the following documents:

We are Economics Professors in the College of Business at Ferris State University, and are engaged in an empirical research project on police behavior and citizen complaints. This project requires us to request data from your department. If you have questions about this request or suggestions, we would be happy to discuss them with you.

1. What is the total number of citizen complaints (allegations of misconduct) made against your department’s officers annually for the last 10 years? If your department logs complaints in a database, spreadsheet, or other log, a copy of those logs is fine instead.

Please include the type of complaint (i.e., use of force, abuse language, unwarranted search) and the result of complaint (i.e., sustained, exonerated).

2. What is the total number of complaints police officers made against their peer officers in department annually for the last 10 years? If your department logs complaints in a database, spreadsheet, or other log, a copy of those logs is fine instead.

Please include the type of complaint (i.e., use of force, abuse language, unwarranted search) and the result of complaint (i.e., sustained, exonerated).

3. What is the total number of calls for service your department received annually for the past 10 years? If your department logs calls for service in a database, spreadsheet, or other log, a copy of those logs is fine instead.

4. What is the annual number of officers involved in shootings in your department for the past 10 years? Any documentation or reports that detail the annual number of officer-involved shootings in your department for the past 10 years would be sufficient.

Please include documentation regarding how many of these officer-involved shootings involved disciplinary action. (Please list officer firearm discharge directed at a person separately from a shooting involving an animal and separately from accidental firearm discharges).

Please include the number of officer-involved shootings resulting in discipline.

5. Which of the above data are published publicly? Please provide a link to any and all publicly available reports containing the data above.

Collecting this information is very important to our research, so we would like to emphasize, if you have questions about my request or suggestions, we would be happy to discuss them with you.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I would request your response within ten (10) business days.

Sincerely,

Alexander Cartwright and Jennifer Dirmeyer

From: Cindy Bolek

Good afternoon,

We received a public record request via US mail related to 10 years of department and personnel complaint data. The request has been sent to me to review and determination of the approximate time and cost associated with completion either full or in part. The police department handles public record requests in the order in which they are received.

Once I have prepared the estimate, I will forward to you for review and determination.

Sincerely,

Cindy

Good afternoon,

I have further reviewed your request. Please be advised the following in response:

With respect to items #1, #2 & #4:
We have recently went to a system that provides the attached complaint datasheet. I am not able to provide previous years or additional detail without a hand search of department records.

With respect to item #3:
We are pulling call for service (CFS) data for the previous 10 years and I will send this to you next week. This will be provided free of charge.

With respect to item #5:
We do not currently have any publically related to links to specific data requested.

In order to further research and respond to your request for records, I am estimating a minimum of 8-12 hours to produce records either full or in part. If you would like for us to continue your request for records, please remit payment to: City of Hillsboro Police Department, 250 SE 10th Street, Hillsboro, OR 97123 in the amount of $450.00 (8 hours @ $50/hour). Once we have completed research to the 8 hour period, we will notify you of our status and if additional time is required. If you wish to revise your request for records or shorten the time period sought, we will amend the estimate.

Sincerely,

Cindy

Hi,

Thanks so much for your help with this request! I really appreciate it.

From: Alexander Cartwright and Jennifer Dirmeyer

I am writing to follow up on my original request made on 8/14/17

Thank you very much for providing the information we requested. I am writing to ask for some clarification regarding the data on officer-involved shootings. We requested the total number of annual officer involved shootings each year for the past 10 years.

While you sent us data on officer complaints, the OIS data seems to have been overlooked. Could you please provide that data? If not, could you please clarify that your department does not collect OIS (officer involved shooting) data.

If you are able to provide the data, please define what constitutes an officer-involved shooting in your department. For example, some departments do not count misses while others count all discharges; some include shots at animals. Other departments include intentional and accidental shootings; others do not. Please explain to us how your department classifies the OIS included in the numbers you sent to us.

Respectfully, -Alex Cartwright

From: Hillsboro Police Department

Good afternoon,

I apologize I was not clear in my previous response. Historical OIS data would have to be hand searched (see highlighted section below). I have requested from our Operation’s Division if they have any recent OIS data available from their current system.

Kindly,
Cindy

Good morning,

Attached is the information currently available from our OPS Division. Any additional information will fall under the cost estimate provided originally related to a required hand search of records. If you wish for a hand search of records be conducted, please remit the payment indicated in our original response dated 9/1/2017.

Sincerely,

Cindy

Hello Cindy,

I am most interested in obtaining the OIS data. Could you please provide an estimate of the cost for such a project?

Respectfully,
-Alex Cartwright

From: Hillsboro Police Department

Good afternoon,

To clarify in providing a cost estimate, is this the specific request you wish for me to estimate?

Kindly,
Cindy

Yes - I need the number of OIS on an annual basis for the last 10 years (and I need to know if this includes all discharges or only misses and if it includes shootings at animals).

Thank you.

From: Hillsboro Police Department

Good afternoon,

I am attempting to ascertain the number of OIS discharges in order to provide a cost estimate. Is it a correct assumption you are not interested in animal discharges?

I expect and update from the Records Division the first of the week and will send a cost estimate following receipt of the OIS # as well as your confirmation regarding animal discharge # question above.

Best,

Cindy

That is correct.

From: Hillsboro Police Department

Good afternoon,

Thank you for the clarification. The Records division is still researching how to provide information on this request since the records management system the police department used prior to the current system (which was implemented in April 2015) does not have a search feature that equates to your request. I will provide an update or cost estimate by the end of the week.

Sincerely,
Cindy

Good afternoon,

The Records Division has been able to locate this data set from Accreditation files. It does not specifically include detail on OIS, but does include some detail that I thought may be of interest given your previous data request.

The Records Division continues to search regarding historical Officer Involved Shooting data based on my explanation below.

They hope to have another update next week.

Regards,

Cindy

Thank you very much! I will be on the lookout for the officer involved shooting data.

Respectfully,
Alex Cartwright

From: Hillsboro Police Department

Good evening,

Based on a hand search of records prior to April 2015, this is the data we have been able to locate related to Officer Involved Shootings occurring in the City of Hillsboro. Due to having to hand search historical records, if you seek additional information related to Hillsboro OIS incidents or supplementary information on the below incidents, I will have to prepare a cost estimate.

Please note:

1) The chart does not include Hillsboro officers who may have been involved in OIS incidents while assigned to a specialized county or regional team; we do not maintain those case files as we are not the records custodian on those incidents.
