Pursuant to Hawaii's Uniform Information Practices Code, I hereby request the following records:

A copy of all leases that were executed in 2006-07 for the former U.S. Naval Air Station Barbers Point located at 91-1011 Lexington St, Kapolei, HI 96707. This should include, but not be limited to, leases issued to Narconon Hawaii for a Scientology-based drug rehab facility that seemingly never opened, as well as the initial lease for the current tenant American Renaissance Academy.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest due to the widely reported celebrity fundraiser for Narconon Hawaii to open a Scientology-based drug rehab at this location. This fundraiser was hosted by Kelly Preston and John Travolta on 24-May-2007 and received state government recognition. Five days later the American Renaissance Academy opened at the same location promoted as the future home of the Preston/Travolta rehab. To this day, Narconon Hawaii falsely claims they have a drug rehab facility in the state of Hawaii and promotes this location as being the facility Kelly Preston helped open. Therefore, the public interest will be greatly served by releasing the documents I am seeking to explain how a state owned property can be simultaneously leased to a controversial drug rehab and a private school. Additionally, the requested documents will be made available to the general public, and this request is not being made for commercial purposes.

Dear Ms. Jenna Gray:

I am now in receipt of the disclosure from my records request that was completed on July 15, 2015 and sent August 6, 2015.

Unfortunately, one of the documents included appears to be incomplete. The "SECOND AMENDMENT TO LICENSE AGREEMENT NO. 648" that was executed by DHHL on June 23, 2008 includes the tax map labeled Exhibit A. However, Exhibit B to that agreement was not included, which was described therein as "copies of letters" that stated key conditions for the terms of the sublicensing arrangement added to LA 648 at that point in time.

Would it possible to recheck your files for License Agreement 648, and see if the Second Amendment Exhibit B letters I didn't receive copies of exists? And/Or please advise what I need to do to receive copies of those missing pages.
