Jeffrey,

It was the Purchasing Division who told me I needed to file a records request with the county clerk's office and that you would query them for the information and respond to the request. This page on the Maui County website also says records go through the office of the county clerk: http://www.co.maui.hi.us/index.aspx?nid=657

Is there some kind of change in the procedure?

Thanks,

Carlton

From: Greg King

Mr. Purvis,

My name is Greg King and I am the Purchasing Agent for the County of Maui. I apologize for any previous mis-communication regarding your request. I would, if possible, like to find out who you spoke to previously within the Purchasing Division who stated that you should direct your FOIA request to the County Clerk's office. Because that is not an established procedure. We handle FOIA requests directly.

Now that you've reached the right person, I'll tell you what I know:

1. Our contractual arrangement with Security Resources has been in effect since about 2002. It is not recent. The original contract was for the provision and installation of a card id security system with centralized software and cameras

2. The original contract (C1973) was bid on by several electrical contractors. DuWatts was the contracted vendor and their subcontractor was Security Resources, who provided the Identipass system, related software, and other associated hardware including cameras.

3. Once the Identipass system was established, Security Resources became an effective sole source as we wanted to have all of our employees and locations on the same system. We have no formal contract with Security Resources, and instead process sole source procurements as needed for the expansion of the system. I will send the documents that I do have related to Contract C1973, including subsequent amendments to that contract, on one or several separate emails. Our firewall only allows us to send less than 10mb on an email, so sometimes I have to split them up.

4. Attached is a pdf of two memos written by the current and former managing director of the County of Maui, which provides the rationale for our current security system arrangement.

5. Denny Schwind, who is copied on this email, is the project manager. He may or may not have additional information that he can give you.

Please feel free to contact me with any questions. My email is greg.king@co.maui.hi.us, and my direct phone number is (808) 249-2403 x30

Thank you, I don't have the name of the person who told me, but I'd talked to her more than once. I appreciate your help, and I'll keep and eye out for the rest of the documents.

Carlton,

We are currently updating our sole source authorization for security resources. I will send you the information when the sole source for the hardware portion is complete. The software portion is under a statutory sole source for software renewals and upgrades.
