Pursuant to the Connecticut Freedom of Information Act ("FOIA"), I hereby request the following records:

Requests, emails , or other written communication to the Department of Homeland Security for the purpose of having Federal Law Enforcement Training Centers (FLETC) programs held in their own jurisdictions. According to the FLETC website, they export programs to state and local police departments tuition-free. The following link is the page in which this is explained. https://www.fletc.gov/registration

The names of all officers in your department who have received training from Federal Law Enforcement Training Centers between 1/1/12 and the date this request was processed. In case your department does not keep such a list, I would like a copy of any forms or applications submitted by officers for training with or expenses related to Federal Law Enforcement Training Centers between 1/1/12 and the date this request is processed.

The following is a list of FLETC courses I would like searched for:
-Active Shooter Threat Training Program
-Advanced Instruction for Marksmanship
-All Terrain Vehicle Training Program
-Advanced Pistol Training Program
-Continuing Legal Education Training Program-Uniformed Police
-Covert Electronic Tracking Program
-Internet Investigations Training Program
-Introduction to Digital Evidence Analysis
-Mobile Device Investigations Program
-Use of Force Instructor Training Program
-Land Transportation Antiterrorism Training Program

If the forms, applications, or requests do not specify which courses are going to be attended than just include any FLETC courses.

I also request that, if possible and pursuant to Conn. Gen. Stat. ยง 1-212(d), fees be waived as I believe this request is in the public interest and not made for commercial gain. The requested documents will be processed by a representative of the news media/press and made available to the public at MuckRock.com.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The Hartford Police Department will make a concerted effort to provide said records within a reasonable time frame, but all requests are processed in the order that they are received, currently there are seventy nine (79) requests ahead of yours. Once we have identified the documents you requested, to the extent they exist, you will be notified.

Please be advised, that under the Freedom of Information laws of the State of Connecticut, the City of Hartford is not obligated to create a document that does not exist. This includes putting a document into electronic format when it exists only in hardcopy form.

Good Morning Mr. Waltman,

I continue to work on your FOI request dated January 22, 2017. In order to complete your request, I am awaiting records from other divisions. Before I can release those records, said records need to be reviewed and if need be, redacted in accordance with Connecticut General Statute 1-210(b).

Please be advised that the Freedom of Information Act requires that a request for records be acknowledged within four business days. Accordingly, your request was acknowledged within the aforesaid time period. The FOIA also requires that records be provided promptly. However, the Appellate Court has cautioned that there is no fixed period for determining whether a response is prompt. In previous Freedom of Information Commission decisions, in determining what is prompt, the Commission has been guided by such factors as the volume of records requested, the time and personnel required to comply with a request and the importance of the public of completing the other agency involved in complying with the request.

I am the only one currently working on HPD FOI requests full time, I continue to work on your requests, but I also have twenty five (25) requests ahead of yours, as such I am unable to give you a specific date as to when your record will be available.
