How does Harris County, TX integrate RENOIR in cell tower dumps

Please submit any documents pertaining to the acquiring of the application RENOIR (patent number 6,515,666) from the NSA's technology transfer program (catelog: https://www.nsa.gov/research/_files/tech_transfers/nsa_technology_transfer_program.pdf) Include manuals, training guides, system integration/coding examples, and quick reference cards.

Please also submit how RENOIR is used in conjunction of cell tower dumps to establish probable cause.
