Pursuant to the Massachusetts Public Records Law, I hereby request the following records:

- Purchase Orders and/or Receipts for electronic voting equipment (AKA Tabulators) since 1998. Please include Model Name, Vendor, and Date Purchased at minimum.
- Audits on any voting equipment (include dates, company, costs) per M. G. L. c. 54 § 33I
- Devices removed (when removed, when originally purchased, reason for removal)
-Devices with serial numbers and model used in 2020 presidential election.
-Devices with serial numbers and model numbers in current circulation to be used in next election/November 2022.
- When the name "Sara Cooke" or "Sara Breton" occurred on voting records. Looking for dates I voted. (Please interchange, as name may include middle initial of E. or Elizabeth. For confirmation: Snipatuit Road, Pine Street, Hazel Road, Wall Street are the addresses to cross confirm).
- In Rochester, under maiden name of Sara Breton, I was a poll worker. Kindly include those dates as to when I was working for the town.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

This Office has received your public records request submitted via email dated April 15, 2022 for various records regarding electronic poll books and your voting history. Your request is detailed below, along with the Town’s response. Your original request follows the section with the Town’s response.

REQUEST 1. - Purchase Orders and/or Receipts for electronic voting equipment (AKA Tabulators) since 1998. Please include Model Name, Vendor, and Date Purchased at minimum.

Public Records Request 1 Response: The Town of Groton has no documents responsive to this request.

REQUEST 2. - Audits on any voting equipment (include dates, company, costs) per M. G. L. c. 54 § 33I - Devices removed (when removed, when originally purchased, reason for removal) -Devices with serial numbers and model used in 2020 presidential election. -Devices with serial numbers and model numbers in current circulation to be used in next election/November 2022.

Public Records Request 2 Response: M.G.L. Section 33I is a law concerning the “Examination of electronic poll books; compliance with minimum requirements; approval for use in elections”. The law is specific to the Secretary of the Commonwealth’s role in approving such devices at elections. The Town of Groton does not use electronic poll books, and has no documents responsive to this request.

Public Records Request 3 Response: The Town is responding to Request 3 by attaching a copy of the voting record for Sara Cooke, as recorded in the State’s Voter Registration and Information System. In addition to this voting record, the history of voter changes (eg. name change, status change, address change) is also included as an attachment.
You have the right to appeal this response to the Supervisor of Public Records, pursuant to 950 CMR 32.08(1)(d) within 90 days, and a right to seek judicial review of an unfavorable decision by commencing a civil action in the superior court .

I overlooked an item in your original request. An amended response to your request is included below. My apologies.

REQUEST 1. - Purchase Orders and/or Receipts for electronic voting equipment (AKA Tabulators) since 1998. Please include Model Name, Vendor, and Date Purchased at minimum.

Public Records Request 1 Response (Amended): The Town of Groton has attached invoices for the purchase of (4) Imagecast Precinct voting tabulators (ICP).

- Devices removed (when removed, when originally purchased, reason for removal)
Town of Groton: All of the above devices were replaced on 7/10/2020 due to a history of excessive jambs. A Maintenance History document showing the original and replacement serial numbers is attached to this email.

-Devices with serial numbers and model used in 2020 presidential election.
Town of Groton response: ICP tabulators were used in the 2020 presidential election. These devices had serial numbers:

Town of Groton response: The ICP devices from 2020 are still in the possession of the Town and are expected to be used in the November 2022 election.
