Pursuant to the North Dakota Open Records Law, I hereby request the following records:
- A copy of the video of the Dakota Pipeline protest presented at the IACP Tech conference on May 21, 2019 during a panel on drones.
- A copy of the drone presentation slides given at the IACP Tech conference on May 21, 2019.
Note: the presentation was emblazoned with Sheriff's office official logos and imprimatur. The IACP Tech booklet referred to him as a sergeant in the Grand Fork County Sheriff's office and as the commander of the Northeast Region UAS Unit (see attachments).
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you for your follow-up inquiry. At the time the speaker was scheduled, he was an employee with our office. Weeks prior to the conference Alan Frazier retired from our agency. The information presented was his property. Our agency does not possess the materials presented.

Could you please check for the video? He indicated that it was created for the county. If so, it would still be in your possession. If not, then it would be unusual for him to walk off the job with county property without leaving a copy.
You should also check to make sure whether you have the presentation. Based on the slides, which included the county logos and attribution to the county, it was clearly made while he was still an employee. .
As you are noting that he no longer works for the department, the information he divulged during the talk seems potentially inappropriate. I can speak more on the phone if that would be helpful to you.

We do not have the video that was shown. Mr. Frazier wears many hats and works for different groups, almost all associated with aeronautics. He has copywrites on his documents. The same goes for the presentation. We do not have a copy of the presentation. Thank you.
