I am requesting two categories of records:
1. All records, including (but not limited to) hard-copy documents, memos, emails, word processor documents, PDF documents, PowerPoint files, etc., from January 1, 2019 to the date this request is processed (inclusive of those dates) which contain one or more of the following words, terms, or phrases (case-insensitive):

2. Your agency's policy regarding officers' ability to customize their uniforms, e.g. by adding patches.

Thank you for your message. Here is my response:
A. TIME FOR RESPONSE: I understand and appreciate that the Borough cannot respond within the five-day time period. I thank you for giving me an estimated timeframe for producing the uniform-policy records. I would appreciate it if you could also give me an estimated timeframe for producing the keyword-search records, once we have agreed on the scope of that search.
B. KEYWORD-SEARCH RECORDS: I am willing to limit my request for records containing specific words, terms or phrases as follows:
(i) You do not have to do a search of all hard-copy records. But if the Borough knows or has reason to know of any responsive hard-copy records that exist or that are reasonably likely to exist, please search the places where those records are likely to be found, and produce those records. (E.g., if you think that there is a likely-to-be-responsive hard-copy record sitting in some filing cabinet or other, please check to see if it's there and, if so, produce it. But you don't have to search a filing cabinet where you have no reason to believe that a responsive hard-copy record might be.)
(ii) You do not have to produce police investigative reports that fall under Exemptions (16) or (17) of the Right To Know Law.
(iii) For electronic records (e.g. emails, electronic databases, PowerPoint files, word-processor documents, PDF files, etc.), please do a keyword search for the terms in my request to the extent practicable.
Please let me know your response to this narrowed request, and thank you for your time in processing it.

Thank you for your message. I appreciate your ongoing dialogue, and I think we are close to resolving this one. I will further limit my keyword-search request as follows:
KIND OF RECORDS: all (a) communications and (b) correspondence (c) to or from the Gettysburg Police Department or any of its officers, employees, or agents (d) containing any of the 9 keywords/phrases in my original request. Please search and produce both electronic and hard-copy records.
TIMEFRAME: records sent or received on or after May 25, 2020 through August 27, 2020.
Given those limitations, my original list of 9 keywords/phrases should be sufficiently specific in terms of subject matter. See Schackner v. Edinboro University (Pa. Cmwlth. Ct., April 27, 2020, attached) at p. 7. ("[C]ombined with the fact that the Requests identified 15 senders/recipients over a reasonable timeframe, the keywords provide sufficient parameters to enable the University’s response.") The same is true with regard to scope. See id. (holding that a request for "communications" and "correspondence" was sufficient to identify the kind of documents sought).

Dear Ms. Stull:
Actually, after re-reading your message, I will try narrowing my keyword search request one more time: please produce responsive communications and correspondence sent *by* the Department or its officers/employees/agents. You do not have to search communications sent *to* the Department. That should hopefully spare the Department the time and expense of searching and processing the large amount of unsolicited communications sent to the Department by others.
As you have probably guessed, I am primarily interested in the July 2020 "Antifa flag-burning" hoax incident. (https://www.washingtonpost.com/investigations/hundreds-of-armed-men-went-to-gettysburg-to-defend-it-from-a-phantom-antifa-flag-burner-created-on-social-media/2020/07/04/206ee4da-bb05-11ea-86d5-3b9b3863273b_story.html). But I'm interested in all records that are responsive to my request, even if they're not related to this incident.
I hope that this further narrowing of my request will avoid the need for me to appeal. And as always, thank you for continuing to work with me in good faith on this request. It's greatly appreciated.
