Pursuant to the Georgia Open Records Act, I hereby request the following records:

• Any and all policies, procedures, directives, or associated materials regarding the transportation and extradition of prisoners under the jurisdiction of this agency. If such materials exist for both the transportation of prisoners within this agency's jurisdiction and transportation of prisoners to locations outside of this agency's jurisdiction and these materials differ, provision of all would be greatly appreciated.

• Any and all contracts—as well as all associated amendments, exhibits, memorandums, directives, or other such additional materials—intergovernmental services agreements, and any other agreements regarding the transportation (of any type and length) of prisoners in the custody of this agency.

• For any transportation provided by a company, agency, or other entity that is not this agency, please provide all invoices for services, as well as any and all agreements (including supplemental elements) under which such services were provided

Further clarification can be provided upon request.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I would like some clarification on the request regarding inmate transports.

1. Request: Any and all policies, procedures, directives, or associated materials regarding the transportation and extradition of prisoners under the jurisdiction of this agency. If such materials exist for both the transportation of prisoners within this agency's jurisdiction and transportation of prisoners to locations outside of this agency's jurisdiction and these materials differ, provision of all would be greatly appreciated.

Request for clarification: Could you clarify if you are seeking information about extraditions, transports in-between GDC facilities, medical transports to and from medical facilities, or something else?

2. Request: Any and all contracts-as well as all associated amendments, exhibits, memorandums, directives, or other such additional materials-intergovernmental services agreements, and any other agreements regarding the transportation (of any type and length) of prisoners in the custody of this agency.

Response: The Department is gathering records that are responsive to your request. I anticipate being able to fulfill this request on or about July 15, 2016.

Request for clarification: I am interpreting this request to be for SOPs related to routine transport of inmates in-between facilities both in and out of the state. The Department is providing you with the following SOPs:

· 215.09 Security Transport of Transitional Center Residents

· 222.11 Transporting of Inmates with Infection Diseases

SOP 222.10 Security Procedures During Transport of Inmates also addresses the transportation of inmates; however, the information in the SOP would compromise security against criminal acts, and the nondisclosure is necessary for the protection of life, safety, or public property. O.C.G.A. § 50-18-72(a)(25)(A).

2. Request: Any and all contracts-as well as all associated amendments, exhibits, memorandums, directives, or other such additional materials-intergovernmental services agreements, and any other agreements regarding the transportation (of any type and length) of prisoners in the custody of this agency.

Response: The Department is providing you with a copy of the current contract with U.S. Corrections and the prior contract with PTS of America, LLC.

3. Request: For any transportation provided by a company, agency, or other entity that is not this agency, please provide all invoices for services, as well as any and all agreements (including supplemental elements) under which such services were provided.

Request for clarification: The Department is providing you with invoices for U.S. Corrections. The Department is providing you with an extract of invoices for PTS of America, LLC. I have redacted months and dates of birth as well as social security numbers pursuant to O.C.G.A. § 50-18-72(a)(20).

O.C.G.A. § 50-18-71(c)(1) allows agencies to charge for the search, retrieval, redaction and production of records. Due to the number of files in which the invoices are kept, it will take about 16 hours of work to retrieve those records. The lowest paid employee who can retrieve the records is paid $12.90 per hour. I anticipate that it will take an additional hour to redact those records. The lowest paid employee that can redact records is paid $13.46 per hour. It will take about two weeks to retrieve and redact those records once you confirm your willingness to pay for those records.
