From: Deb Miller Landau

To Whom It May Concern:

Pursuant to the Georgia Open Records Act, I hereby request the following records:

I am looking for the investigative files related to James Vincent Sullivan, who was arrested by the FBI / US Marshal in Thailand on July 2, 2002. He was arrested for orchestrating the murder of his wife Lita McClinton Sullivan. I'm looking for the arrest report, the investigative files while he was "wanted", transcripts or audio interviews, photographs if possible.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Sincerely,

Deb Miller Landau

This case file will need to be ordered from our offsite Archives facility. The fee to order a case file is $35.00. I need your agreement to pay before I order the file.

Once the case file arrives, I will send you an estimate of the cost to copy and redact the case file. Once I have completed the redaction process, I will send you an invoice including the $35.00 fee. I cannot give you an exact amount until I complete the redaction process as our fee is based on "hours spent redacting" at $32.63 an hour.
Please respond with your agreement to pay before I begin.
Once payment is received, I will mail you a flash drive containing the case file. I will need your mailing address as well.

Deb,

This is a huge case file. Two boxes and 14 volumes. I expect the fee may be as high as $2500.00. Do you still want to proceed?

Thank you for the information. Is it possible to get a portion of the case file? If I knew what the volumes are titled, I may be able to request a single volume vs. the whole case file. Alternatively, is it possible for me to physically come to Decatur and look through the file?
Thank you for your help.

Deb,

The volumes aren't titled and yes, you can make an appointment to visit me at Headquarters. You can't write anything down or take pictures but you can mark the items that you would like copied and I can copy those and let you pick up at a later date.

Hi Robin,
I just left Atlanta and won't be back until January. I'd love to schedule time to come in and look at the files then (I'll know more specific dates hopefully next week). I also have a request in for the case file on Phillip Anthony Harwood. I'm assuming it's the same situation (giant case file). I'll let you know as soon as I have dates settled.
Thank you!
Deb

Hello Robin,
I hope you had a nice holiday. I will be in Atlanta the week of January 16th and am hoping to come look through the Sullivan and Harwood case files on Thursday (and Friday if needed) of that week. Would it work for you for me to come on January 19th (and possibly 20th?). Please let me know if that works!
Thanks!

Hi Robin,
I am hoping i can change my visit days slightly. Is it possible for me to come Weds & Thurs next week (1/18 & 1/19), instead of Thurs & Fri? That will give me more time as I know there's so much to look through. Will that work ?

Also, can you please let me know if it's possible for me to bring in my phone and laptop and/or document scanner? Or is taking notes of any kind prohibited? If I earmark documents to copy, how long will it take to get the documents? Just trying to make sure I'm prepared to use my time wisely!
Thanks, Deb

From: Georgia Bureau of Investigation

Deb,

I have appointments scheduled for both Wednesday and Thursday next week.
We do not allow you to copy anything from the case file, as the case file has not been redacted yet. You can earmark pages that you want copied. I may be able to copy them the same day for you depending on the volume. Depending on the volume selected I may need to copy at a later time and email to you once they've been redacted.

The week of January 30th is open for me if you'd like to try that week.

Hi Robin,
I live in Oregon and will be in Atlanta all of next week, leaving the evening of the 20th. I could either pick up copies on Friday -- or get a colleague to pick them up if they're ready after I leave town (I will likely earmark a lot of pages for copying).

I will see you Wednesday (and Thursday!).
Thanks, Deb

From: Georgia Bureau of Investigation

Deb,

I think you sent this email before reading my reply to a previous email. I'm not available Wednesday next week. The only days I'm available is Tuesday 01-17 or Thursday 01-19.

I'm sorry -- I misunderstood. We'll go with original date then of 1/19. Please let me know if you get a cancellation on 1/18 (I am going to Federal Archive on Tuesday 1/17).
Thanks, Deb

From: Deb Miller Landau

Actually... I think I will need more than one day, so I'm going to see if I can reschedule my NARA visit for Wednesday, so I could come to you on Tuesday and Thursday. Does that still work?

Hi Robin,
I am running behind in my day. Is it OK if I come grab the thumb drive a little later this afternoon? Say around 2pm?
Thanks, Deb

Deb,

Do you have any questions for me? I was going to leave early to take a dog to the vet but I've got the flash drive, invoice and redactions prepared. I can leave at the Security Desk up front unless you need to see me or see the file again or ask any questions

Thanks. I may not leave. She had knee replacement surgery the week of Thanksgiving. Took her back for 8 week follow-up and xrays and found out that now she's shattered her hip socket. Geez.

I looked at your website last night. Great job. How old are your twins?

Yikes re your puppy. Poor thing. and poor you with the vet bills! 🥴

My boys just turned 16 the day after Christmas. They're starting to learn how to drive and it's terrifying!
See you soon!

From: Deb Miller Landau

Hi Robin,
One more thing... One thing I never found in the files are the three composite drawings investigators had of the suspects. Is there anywhere else they'd be?? Also, I've tried emailing SA Brian Johnston again -- still no response. :-(
Thanks again for all your help!

Deb,
If you didn’t see them when you looked thru the case file then they are probably lost. I kept the case for a few days just in case you had questions but I’ve already sent the file back to Archives now.
