Pursuant to the Georgia Open Records Act, I hereby request the following records:

All contracts (and their amendments) and memorandums of understanding entered into by the Georgia Department of Corrections for all services, equipment, and activities involving/provided by/contracted for with JPay or its parent company Securus Technologies. Responsive materials should include but not be limited to:

• the initial Invitation to Bid, Request for Proposal, or equivalent call for contractors
• the responsive materials provided by the winning bidder
• all other vendor responses
• all evaluation material, scorecards, reports, and notes generated in the selection process
• the current contract
• all exhibits
• all amendments
• all applicable facilities and related data sheets containing all relevant available information
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Ms. Lipton,

I wanted to confirm the contract your request refers to. To clarify, are you referring to our contract with JPay for inmate services (kiosks, video visitation, music player)?

JPay was also a bidder on a recent telephone RFP, which was awarded to Telmate. However, that bid was cancelled and a new RFP was issued that is now in the evaluation stage.

Therefore, I am assuming that you are referring to our contract with JPay for inmate services. Please clarify and I will retrieve the documents.

Attached are the agreements we previously had with JPay and attached is the new contract that started June 1, 2015.

Regarding the inmate telephone RFP, I can only release documents regarding last year’s RFP, which was cancelled after the notice of award but before a contract was executed. Because the new RFP is still on-going, I cannot release any documents concerning it.
