Pursuant to the Georgia Open Records Act, I hereby request the following records:

All complaints filed with the Office of the Inspector General since January 1, 2000 referencing the following terms:

- prison
- jail
- Corrections Corporation of America
- CCA
- GEO Group
- Management and Training Corporation
- MTC

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Mr. Lipton,

In response to your request, I am writing to let you know that Office of the Inspector General for the state of Georgia was established on January 13, 2003. Our jurisdiction extends to approximately 86 Executive Branch state agencies and approximately 100,000 state employees attached to those agencies.

Of the seven search terms you specify in your Open Records request, two of the terms were revealed from a search of our database since 2003: prison and jail. There are approximately 60 complaints that have been filed containing the word prison and/or jail since 2003. A review of the files indicate they are primarily letters from inmates, typically about their criminal case or a matter for which they could address internally via established grievance procedures within the Georgia Department of Correction. We have always referred the inmate correspondence to the Georgia Department of Correction, or in the event correspondence was received from an incarcerated individual in a local jail, we may have written him or her back, advising them that our authority to investigate does not extend to the Judicial Branch of government, their criminal case, or a grievance issue concerning a local jail in a city or county, etc.

In view of the aforementioned, I'm wondering, Sir, if it may be possible for you to tailor your request, in hopes that further time expended will indeed be responsive to your request. I wouldn't want to send you information that may not be beneficial for your needs. If it's easier for you to talk with me by phone, please let me know a good contact number and I will be glad to telephone you at a mutually agreeable date and time for further discussion.

Perhaps these queries will return fewer and more relevant results.
