Pursuant to the Florida Sunshine Law, I hereby request the following records regarding the use and reporting of use of unmarked vehicles by representatives and employees of this agency:

POLICY
All policies, statutes, and guidance used to govern the use of unmarked vehicles or any other vehicle used or in the possession of this agency that is not clearly and obviously marked as a law enforcement vehicle.

Please include all policies regarding access to such vehicles, use of the vehicles, internal reporting requirements when such vehicles are used, and external reporting requirements.

FORMS and GUIDANCE
A blank version of all forms and logs used by this agency in relation unmarked vehicles, including all those used to track use, damage, and the inventory of vehicles.

DATA
All available data, reports, audits, and other aggregated information regarding this agency’s inventory and use of unmarked vehicles for the period from January 1, 2015 through July 31, 2020.

OTHER
In the initial acknowledgement letter from your agency, if you could please include an indication of whether your agency does use unmarked vehicles in some form, that would be appreciated.

It is being submitted as part of a project to better understand uses of police force nationwide, which has been of public interest for many years and which is of particular interest to large new swaths of the public following the widely-seen death of George Floyd and the First Amendment-protected demonstrations and public discussion that have followed.

This email is a continuation of my initial response. Emails are submitted regarding vehicles malfunctions and Blue team incident report (see attached) are submitted for crash involvements. Maintenance records are maintained by Fleet Management who can be reached at 352-393-8259. Below is an inventory of our unmarked vehicles with the assigned city identification number. Additional information pertaining to unmarked vehicles such as related reports and emails will require extensive research time, which would result in the assessment of an advance payment of $100 being charged and paid prior to the commencement of further work. The advance payment required is $100 of the current estimated total cost of $200 (10 hours of labor at an hourly rate of $20). Florida Statute 119.07(4)(d) authorizes the imposition of a special service charge when the nature or volume of public records to be inspected is such as to require extensive use of information technology resources, or extensive clerical or supervisory assistance, or both. Your check or money order must be made payable to the "City of Gainesville" and mailed with the attached invoice to the following address: Gainesville Police Department, Attention: Reggie Wilson in Records Division, 545 NW 8th Avenue, Gainesville, FL 32601. Once your advance payment has been received and production of your request is completed, you will be informed of the final costs associated with your request. Attached are some of the documents requested.
