Pursuant to the Missouri Sunshine Law and the Missouri Public Records Law, I hereby request the following records:

All contracts (and their amendments) and memorandums of understanding entered into by this agency or any facility under its jurisdiction for all services, equipment, and activities involving/provided by/contracted for with JPay or its parent company Securus Technologies. Responsive materials should include but not be limited to:

• the initial Invitation to Bid, Request for Proposal, or equivalent call for contractors
• the responsive materials provided by the winning bidder
• all other vendor responses
• all evaluation material, scorecards, reports, and notes generated in the selection process
• the current contract
• all exhibits
• all amendments
• all commission reports for services utilized through JPay or Securus, containing all segregable data, including but not limited to commissions differentiated by service type, timeframe, etc.
• all related invoices related to installation, operation, and maintenance of equipment or services

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you very much for your message! I'm hoping you might clarify the details on Securus's website, which indicate that the Franklin County Jail utilizes systems called Advance Connect and DirectBill. Do you happen to know if this is accurate?

Berly:

The phone companies that we have dealt with over the years have changed their names from time to time. The company that we use now is EnCartel or some similar spelling. Our original contract expired. We have been working off of a monthly renewal contract basically waiting to see what the new FCC ruling will be. That is the ruling that affects charging related to inmate phone services. That is supposed to be out sometime in October.

Other phone companies have been in contact with us to take a look at their service but we haven’t changed yet. In reference to our billing we sell inmate phone cards to the inmates to make calls. We also have a system where family or friends can set up an account with EnCartel.

I am not sure why the websites have us listed unless it would be Franklin County, Ill, or some other state.

If there is anything else you may need just let me know.
